The Quai de la Rapée / Place Mazas site is ideally located at the strategic junction of the Saint Martin Canal and the Seine. It is bordered to the southwest by Voie Georges Pompidou. The site, with a surface area of almost 5,000 m², is mixed and has more than one owner. This site is located between the quay platform by the Arsenal Lock and the upper quay platform on the same level as the Pont de Morland and Quai de la Rapée. It represents a vast public space that is currently poorly defined, situated on the public property of the local road as well as on the public river domain.

It includes several buildings belonging to the RATP (Quai de la Rapée metro station and viaduct) and the City of Paris (social integration solidarity centre, lock house and technical workshop).
